Keyboard doesn't work at all

I have desktop with 2 windows ,I formatted the D ,but the keyboard become not working at all ,I tired the old one it didn't work too ! but in device Manager it appears working ,the lights of keyboard are on too ,and when I use the caps in the virtual keyboard the caps' lights follow it ! I tried plugging it off then on but it didn't work Any one can help me ?
