Remapping US Keyboard to add Dead Keys

I'd like to know if it's possible to remap the Windows US Keyboard to add support for Mac US Keyboard style dead keys, I'll provide a list of them below. If at all possible I would like to map the OS X OPTION key functionality to the Fn key, alternatively I'd like to use ctrl+alt to make the option key press; I know vista didn't recognize Fn as a key press.
